How will changes in local council spend effect social care?

The recently published Council Spending: Making it Clear survey makes for bleak reading, with all council services across England coming under increased pressure in light of the Local Government Spending Review.  According to the survey and subsequent research conducted by the BBC, spending on social care is set to reduce from a high of £9.79bn in 2009/10 to £9.54bn in the current financial year, a reduction of 2.6%. 

Whilst not as severe as cuts to other services, cultural spend is set to reduce by 10% over the same period, social care still has to deal with unprecedented change, with many councils having to close multiple care homes with immediate effect to ensure services elsewhere continue.

Balancing council budgets will be incredibly tough in the coming months, with no individual council exempt from the pressure to make cuts.  Councils have to make tough decisions, with services being reduced across the board.  Communities will have to get used to this reduction in council services, receiving less from their local council than they have in the past.

Although the Government is injecting an extra £2bn into social care by 2014, a lot of councils are still making changes in advance of the cuts taking hold.  The sharing of back office services, plus the caring for people in their own homes as an alternative to expensive residential care are two such examples of change that will hopefully mean frontline services can be protected.

The Government is due to publish the findings of an independent commission in the July 2011.  The report will consider how to ensure affordable and sustainable funding for care in England in the future.  In the meantime the quality and availability of the care provided needs to be maintained using only a barebones set of services.
